Sexual Assault Prevention
HANSCOM AIR FORCE BASE, Mass. – Gary W. Keefe, of Florence, Mass., has been promoted to the rank of major general in the Massachusetts Air National Guard. Keefe was confirmed by the United States Senate on Jan. 28, 2016.
Keefe is the Assistant Adjutant General for Air, Massachusetts Air National Guard, Joint Force Headquarters, Hanscom Air Force Base, Mass. He is responsible for oversight of all Air National Guard units in Massachusetts, and is tasked with ensuring their ability to respond to peacetime contingencies while maintaining readiness to accomplish their wartime missions.
Keefe is the principal advisor to the Adjutant General, Air Component Commander, and Land Component Commander in the administration, coordination, planning, development and execution of all Air National Guard and National Guard Joint Staff programs. He ensures the preparation of the 8,500 Soldiers and Airmen of the Commonwealth of Massachusetts for contingency operations in both federal and state emergencies. He assists the Adjutant General in overseeing the Commonwealth’s Joint Homeland Defense Program; to include rapid reaction forces, contingency emergency response forces, counter drug operations, civil support teams, expeditionary medical teams, and explosives ordnance disposal teams. Keefe currently serves as the Air National Guard Assistant to the Commander, Air Force Material Command, Wright-Patterson Air Force Base, Ohio. Additionally, Keefe chairs the Massachusetts National Guard Joint Strategic Planning Group, and the Massachusetts Air National Guard’s Strategic Planning Group; charged with developing potential total force future mission initiatives within the Air National Guard’s Strategic Planning Program.
Keefe received his commission in 1986 through the Reserve Officer Training Corps program at Norwich University. Once commissioned he served as a Ground Launched Cruise Missile Launch Officer with the 71st Tactical Missile Squadron, Florennes Air Base, Belgium.
Keefe completed his Active Duty service in 1992 as a Peacekeeper Inter-Continental Ballistic Missile Combat Crew Flight Commander, and evaluator with the 90th Strategic Missile Wing, Francis E. Warren Air Force Base, Wyoming.
Keefe joined the Massachusetts Air National Guard in 1992 with the 104th Fighter Wing as an Active Guard full-time officer where he served in a variety of key roles.
Keefe served as the Expeditionary Logistics Group Commander in 1999 in support of Operation Allied Force for the presidentially activated 104th Expeditionary Operations Group, Birgi Air Base, Trapani, Italy. He commanded 400 United States Air Forces Europe personnel from the Air National Guard’s 104th Fighter Wing, 110th Fighter Wing, and the 124th Fighter Wing, and Airmen from the United States Air Force and Air Force Reserve.
Keefe served as the 387th Expeditionary Logistics Group Commander at a classified location in Southwest Asia in 2003 during Operation Enduring and Operation Iraqi Freedom. He commanded 800 U.S. Central Command personnel and was responsible for all aircraft maintenance and logistics activities associated with A-10 aircraft and Predator Unmanned Aerial Vehicle activities throughout the Air Campaign.
Prior to his current assignment, Keefe served as the Director of Manpower, Personnel and Human Resources for the Massachusetts National Guard, the Massachusetts Air National Guard Director of Staff, Vice Chief of the Massachusetts National Guard Joint Staff, Assistant Adjutant General-Air and Commander of the Massachusetts National Guard.

Keefe’s civilian occupation is Assistant Adjutant General/Executive Officer, Military Division of the Executive Office of Public Safety and Security for the Commonwealth of Massachusetts. A statutory state employee position, that serves as the full time liaison for the Adjutant General, the Massachusetts Army National Guard Land Component Commander, and the Massachusetts Air National Guard Air Component Commander on all matters pertaining to the missions of the Massachusetts National Guard.
Keefe is the Adjutant General’s primary point of contact for all matters with other state agencies, non-governmental agencies, Veterans’ organizations, and the National Guard Bureau. Keefe served concurrently from March 2013 through June 2014 as Executive Director of Joint Base Cape Cod, a military installation that supports the 102nd Intelligence Wing, Camp Edwards Army National Guard, United States Coast Guard Air Station Cape Cod, and the United States Air Force 6th Space Warning Squadron.
